The Passaic County Council on Alcoholism and Drug Abuse Prevention, Inc. was incorporated as a non-profit prevention agency on May 25, 1984. The founding and current Executive Director is Father Alan F. Savitt, a Catholic priest from the Paterson Diocese in New Jersey, who began the work of the council in a 200-square-foot trailer on the grounds of the Clifton Civic Center. After renovating an historic building on City Hall property, the Council moved into its permanent headquarters. The facility serves as a Prevention Resource Center that provides the following:
- Information, assessment and referral
- National Intervention Network services
- Consultation and drug-free workplace
- Student, congregation and employee assistance programs
- Reference and video loan library
- Educational and professional training courses
- Advocacy, public policy and legislative information
The Council serves all Passaic County residents. It offers EAP (Employee Assistance Program) services and also offers outreach programs such as BABES (Beginning Alcohol and Addictions Basic Education Studies), Forest Friends, and Footprints for Life.
